The Philippine Association of Legitimate Service Contractors (PALSCON), linked up with other groups with the hopes of sending a united voice to end the illegal employment practice of “contractualization” or “End of Contract,” more popularly known as “ENDO and “5-5-5.”

During its recent General Membership Meeting held in this city, PALSCON invited various employers’ groups and other associations such as the Employers Confederation of the Philippines (ECOP), the Makati Business Club (MBC), the Semiconductor and Electronics Industries of the Philippines, Inc. (SEIPI) and the Philippine Chamber of Commerce and Industry (PCCI), to name a few, for a dialogue on the issue. 

The objective of the historic dialogue between PALSCON and the associations was to unite and find winnable solutions to end “ENDO” and “5-5-5.” Many from the government and labor groups are clamoring for an end to these illegal labor practices that they see as detrimental to the economy and the growth of the Filipino labor force. 


In light of this important meeting, PALSCON already came up with a draft manifesto and provided it to all the groups, who promised to look and review said manifestoAs soon as all issues are thoroughly discussed, PALSCON and the groups will issue a joint statement regarding the result of their discussion.

ECOP President Donald Dee said they welcomed the invitation of PALSCON to dialogue regarding the issue. “We are glad that PALSCON invited us to sit down with them together with other concerned groups and hopefully, we can resolve this together very soon.”

George Barcelon, President of PCCI, for his part, said that they fully support PALSCON and the call to end “ENDO” and “5-5-5”once and for all.


Both acknowledged that PALSCON’s draft manifesto is a good step to have the voice of the service contractors be heard and promised that they will both study its contents.

“Time and again, PALSCON is at the forefront of combating illegal labor practices. ‘Service contracting’ is already a globally accepted labor trend. Our objective is to help educate the public and our Filipino workers and of course the government regarding service contracting and hopefully, we will reach our objective together with our partners here today,” declares Rhoda Caliwara, President of PALSCON.

Caliwara said service contracting cannot be banned since it is already an accepted labor practice with many benefits among major countries such as the United States, China, Japan and in many countries in Europe, and that most workers are satisfied under an “agency” setup. “Agency work is the first to adjust to major market fluctuations, and most of all provides flexibility to corporations,” says Caliwara.

She said in the Philippines, service contracting is allowed under Articles 106 to 109 of the Labor Code. In 2011, the Department of Labor and Employment (DOLE) passed Department Order (DO) 18-A which raised the standards of service contracting to include higher capitalization in order to prevent “labor-only” contracting. The DOLE pegged a minimum capitalization requirement of P3 million for agencies, a registration fee of from a measly P100 to P25,000, and a minimum administrative fee of 10% to prevent cut-throat competition in the industry.

DO 18-A’s stringent requirements, according to Caliwara, also helped PALSCON police its ranks and reduced the number of service contractors from more than 16,000 to only more than 5,000 in 2015 to eliminate the so-called “fly-by-night contractors.” “We hope the government should inspect first these ‘fly-by-night’ agencies rather than the registered contractors who are the ones complying with the law.

Last weekend Acer held a string of events in Taipei to celebrate its 40thanniversary, which included performances, a forum, and a fun-filled “Acer Family Day” attended by Acer’s five founders (pictured above with CEO Jason Chen).
On Friday, September 23, under a beautiful autumn sky, Acer hosted an evening of performances at Taipei’s Liberty Square. The event saw the attendance of over 10,000 people, including Acer’s management team, alumni, partners, suppliers, and members of the general public. The audience was treated to a number of performances, including one by Taiwan’s world-renowned Cloud Gate Dance Theater.
In between performances, a charity auction took place where many of Acer’s partners and suppliers pledged funds for the purchase and donation of units of Acer CloudProfessor to the “Program the World” initiative, a Taiwan-based program that works to give underprivileged children new opportunities through technology and education.
On the following day, Saturday, September 24, Acer held a forum where Stan Shih, Honorary Chairman, George Huang, Chairman and Jason Chen, President & CEO discussed the future development of Taiwan and the ICT industry with experts from various fields. To cap off the festivities, a special 40th anniversary “Acer Family Day” was held for Acer’s Taiwan employees at Liberty Square, where they enjoyed food, fun, and performances.

College of the Holy Spirit Manila is now under new management by the Holy Spirit Alumni Management Corporation (HSAMC) composed of 14 alumnae and one non-alumnae who is well-recognized in the education field.

Known for Values Education, College of the Holy Spirit Manila is taking an even higher step in its commitment to provide learning opportunities, enhance professional skills and make better, more responsible members of the society.

In this line, the Alumni Management Corporation spearheads the launching of the Center for Continuing Education (CCE) of the College of the Holy Spirit Manila.



The Center for Continuing Education, is primarily offering short non-degree courses starting with Language and Social Enterprise Courses.

Last July 20, 2016, CCE embarks on a journey with the introduction of Social entrepreneurs sharing their first hand experiences.

When it comes to employee satisfaction, factors like competitive pay, benefits, and work responsibilities are common considerations that shape the playing field. However, specialists are now looking at the correlation between a location’s general climate to career satisfaction and overall business success.

SM Prime Holdings Inc. (SMPHI) operates under this concept. The affiliate of SM Investments Corp. has invested on the E-Com complex to ride and sustain the booming business growth in the country by providing a progressive work environment.

David Rafael, Senior Vice President of SMPHI explained, “Companies are investing in the Philippines because of three things. World-class facilities, competitive labor cost, and its educated workforce. Maintaining that growth momentum means we have to keep these factors intact.”

The E-Commerce complex located within the Mall of Asia township is built around the concept. Comprised of One, Two, and Five E-Com Center, the steadily rising business district is designed to offer a good balance of accessibility, infrastructure, and lifestyle opportunities for work-life balance.
Also currently in the pipeline is SM Prime’s first Leadership for Energy and Environmental Design (LEED) green building Three E-Com center which is slated to be completed by 2017. Four E-Com center, which has broken ground this year, is also expected to be operational by 2020.

One E-Com center opened in 2008 followed by Two E-Com center in 2012 to much success. Five E-Com center, which contributed an additional 88,000 sqm leasable area to the business complex last year has also reached full occupancy since opening its doors last year.

Three E-Com Center and Four E-Com Center will both add a gross floor area of 111, 727 sqm and 123,968 sqm respectively to the growing business district.
The master planned buildings are specifically designed to cater to information technology businesses which have been flooding the country during recent years. Recently, the SM Central Business Park or SM iCity 3, which includes the area of Three and Four E-Com, has also been declared as a PEZA Special Economic Zone.

“The focus should not only be in fostering business growth but in cultivating a dynamic work environment for the people operating there,” said Rafael. “A business district should be well-rounded and capable of standing by itself.”
SM Prime’s vision for its E-commerce centers is supported by a strong suite of resources within the township. Besides from the place being accessible to employees through major thoroughfares, the area also has lifestyle destinations for a more versatile experience. A stone’s throw away is top shopping destination Mall of Asia and entertainment venues SMX Convention Center and SM Arena.

Leisure developments like Microtel and the soon to be operational Tryp Hotel and Conrad Hotel are also included in the township. Residential developments under SM Residences (Sea, Shell, Shore, and Shore 2) are also within close proximity of the area. 

Boosting the convenience of the business district are also expansion of infrastructure. Additional floors in the North and South Parking building are in the works as well as an additional pedestrian footbridge that will connect the office buildings to the lifestyle and parking spaces.

All of these features also save time for busy mommies who are active and are always on the go. This also allows more time for all those extra wash loads and most especially, more time for the family.

Midea’s Front Load Washer, on the other hand, are for the meticulous. A complete wash, rinse, and dry cycle using the Daily Wear setting takes 82 minutes to complete. It may sound a very long time, but it actually consumes an equivalent of just two pesos (Php 2) worth of electricity. The same setting uses 43 liters of water which is only equivalent to just one peso (Php 1), giving the family 70% savings on their monthly water bill. At the same time, its Clothes Care System gives cleaner clothes with no tangles and no damage.

While Midea washing machines do great in saving water, electricity, and time for the whole family, it still does a great job in getting off dirt and stains from the clothes.
